    About Us

    The EnviroProjects Digital Initiative (EPDI) aims to improve stakeholder access to environmental information through implementation of practical web-based information systems and project management services. EPDI is hosted by the Southeast Asia START Regional Centre (SEA START RC), Chulalongkorn University, Bangkok.

    Introducing SEA START RC

    SEA START RC: Southeast Asia START Regional CentreThe Southeast Asia START Regional Centre (SEA START RC) is one of the nine regional centres/secretariats of the International START network. START is the Global Change SysTem for Analysis, Research and Training.

    START's partners and sponsors include the International Human Dimensions Programme (IHDP), International Geosphere Biosphere Programme (IGBP), World Climate Research Programme (WCRP), Earth System Science Partnership (ESSP), International Council for Science (ICSU) and Diversitas.

    START's objectives include:

    • conducting research on regional aspects of global change;
    • assessing causes and impacts of regional global change;
    • providing information to policy makers and governments to assist in formulating adaptation strategies;
    • strengthening capacity and connecting existing institutions;
    • providing improved access to data, research, and communication technology skills.

    Encouraging access to data and information

    SEA START RC has considerable experience in developing international networks and information systems. Over recent years this has included working with global GEF International Waters projects through the UNEP/GEF IWLEARN project, and the Okavango River Basin Water Commission (OKACOM).

    IWLEARN: International Waters Learning Exchange and Resource Network GEF IW:LEARN is a programme that promotes experience sharing and learning among GEF International Waters projects and the country officials, agencies, and partners working on them. The iwlearn.net website is the knowledge base developed by GEF IW:LEARN and contains an extensive collection of resources, experiences, and materials for the GEF International Waters portfolio of projects.

    Okavango CollectionsThe Okavango Permanent River Basin Water Commission (OKACOM) commissioned the development of Okavango Collections, an online geospatial metadata catalogue utilising GeoNetwork Opensource.

    Okavango Collections
    is the starting point for finding out about collections of knowledge resources related to the Cubango-Okavango River Basin in Angola, Botswana and Namibia. OKACOM Secretariat has identified and updated relevant sources of information to ensure access to reliable and appropriate data to support researchers, planners and managers working in the Basin.

    The EPDI aims to build on the success of these and other activities in opening its project management and information/knowledge management services to a wider audience of environmental projects, programmes and organisations.

    EPDI's manager

    EPDI is managed by Dr. Richard Cooper, who has close to twenty years of international experience in the environment sciences and natural resources management.

    Richard is currently employed as Environmental Specialist/Project Manager with the Southeast Asia START Regional Centre. Present activities include coordinating research teams in Bangkok, Manila and Lagos in implementing the IDRC-funded project entitled Coastal Cities at Risk (CCaR): Building Adaptive Capacity for Managing Climate Change in Coastal Megacities, and implementing the Okavango Collections online geographic metadata catalogue for the Okavango Permanent River Basin Water Commission (OKACOM).

    Other recent work includes establishing an online Community of Practice for UNEP's Delivering as One programme; co-author of Climate and Urbanization in Asia and the Pacific (chapter for APN publication); and an APN/Ibaraki University sponsored workshop synthesis report on Climate Change Vulnerability Assessment and Urban Development Planning for Asian Coastal Cities, focusing on Bangkok, Jakarta, Mumbai, Ho Chi Minh City and Manila.

    From 2005 to 2009, in collaboration with UNEP/DEWA, Richard managed the ICT-based component of the UNEP/GEF project entitled International Waters Learning Exchange and Resource Network (IWLEARN). IWLEARN's focus is on encouraging experience sharing and learning among GEF International Waters projects and country officials, practitioners, agencies, and partners working on them.

    Other environmental projects include those conducted in Australia (Australian Museum), United Arab Emirates (UAE University), Belize (Coral Cay Conservation), Bermuda (Biological Research Station) and UK (Oil Pollution Research Unit). Richard holds a PhD in Environmental Studies (Macquarie University, Australia), MSc in Marine and Fisheries Science (University of Aberdeen, UK), and BSc (Hons) in Biochemistry (University of Bath, UK).
